The KSDE Annual Conference focuses on school improvement and the continuous improvement of academic performance for all students. The theme for this year's conference is Kansas, Oh the Places We'll Go!, will showcase Kansas school success stories as well as address some of our schools' most significant challenges for the future. The conference will be held at the Hyatt Regency and Century II Convention Center in Wichita, Kansas.

Kansas Association of Elem. School Principals (KAESP) Annual Conference

KSDE is working in coordination with the KAESP on their annual fall conference, November 5-6, 2012 at the DoubleTree by Hilton, Wichita Airport. Those who are registered for either of the conferences may attend any breakout session and keynote presentation at both events for no additional registration fee. Preconference, Monday, November 5

Learning Forward Kansas
Learning Forward Kansas is hosting a Preconference session titled, Putting the New Standards for Professional Learning into Practice, at the KSDE Annual Conference. It is time to take a indepth look at the new standards for professional learning and identify ways to put them into practice in every district and school in Kansas. The standards were adoped in April 2012 by the State Board of Education. Hands-on experience and understanding of what implementing these standards will do for students and educators in your school or district.

KSDE Test Coordinators/Assessment

Our featured speaker in 2011, Dr. Jim Popham, introduced the power of formative assessment processing (FAP) in instruction with his ASCD book Transformative Assessment in Action: An Inside Look at Applying the Process.  This year his colleague, Dr. Margaret Heritage, will continue this work by illustrating how teachers can intertwine FAP and the Kansas Common Core Standards to advance instruction—a winning combination as we head towards the 2014 field testing of the Smarter Balanced Consortium assessments.  Her book will be included in the preconference packet. 

There will be a working lunch and attendees will be seated at tables by geographic areas to become more acquainted with other test coordinators, principals, and teachers within their region.

After lunch, there will be a combined New Test Coordinators/Nuts and Bolts session.  Participants are encouraged to send questions in advance to crandall@ksde.org.

Next there will be a presentation from Dr. Stanley Rabinowitz, WestEd, who was in charge of item development for the Kansas Assessments for four years. Stanley will present the latest developments from SBAC as well as plans for the pilot testing of the summative SBAC assessment in 2012-2013.

At 4:15 p.m., Mary Matthew, Olathe Public Schools, will conduct the annual test security training for all test coordinators.

Audience: Test Coordinators, Curriculum Coordinators, Administrators and Teachers who are interested in formative assessments.

 

PRECONFERENCE GENERAL SESSION
Dr. Stanley Rabinowitz
  Dr. Stanley Rabinowitz is director of WestEd’s Assessment and Standards Development Services (ASDS) program. His responsibilities include: director of the national Assessment and Accountability Comprehensive Center (AACC), and director of the SMARTER Balanced Assessment Consortium Project Management Partner (PMP). Dr. Rabinowitz has consulted extensively on standards, assessment, and school/educator accountability issues with policymakers and practitioners at national, regional, and state levels. Dr. Rabinowitz is intimately familiar with the standards, assessment, and accountability system challenges faced by states. Dr. Rabinowitz serves on numerous state Technical Advisory Committees and served as a member of the Common Core State Standards national validation committee. Prior to joining WestEd, Dr. Rabinowitz served as state assessment director for the New Jersey Department of Education.
PRECONFERENCE GENERAL SESSION
Margaret Heritage
Margaret Heritage is Assistant Director for Professional Development at the National Center for Research on Evaluation, Standards and Student Testing (CRESST) at UCLA. Her current work at CRESST focuses on data use for school improvement, including formative assessment, and on teacher evaluation.

Prior to joining CRESST she had many years experience in schools in the U.K and the U.S., including a period as a County Inspector of Education in the U.K., and as Principal of the University Elementary School, the laboratory school of the Graduate School of Education and Information Studies at UCLA. Heritage was also member of the faculty in the Department of Education at the University of Warwick, England, and in the U.S. has taught courses in the Departments of Education at UCLA and at Stanford University.

Her most recent publications include a co-authored paper, published in Education Measurement: Issues and Practice, on teachers use of formative assessment evidence (2009), a contribution on student self-assessment to a special issue of the National Middle School Association Journal (2009), a paper co-authored with W.J. Popham on professional development for formative assessment use, published by the Educational Testing Service (2008), and a co-authored a book with Alison Bailey, Formative Assessment for Literacy and Academic Language, published in 2008. Her latest book, Formative Assessment: Making It Happen in the Classroom (2010), is published by Corwin Press.

DAY 1 GENERAL SESSION
Dr. Diane DeBacker and Andy Tompkins

Diane DeBacker was appointed Kansas Commissioner of Education in September of 2010 after serving nearly a year as Interim Commissioner of Education for the Kansas State Department of Education.  During her appointment as Interim she also served as the Deputy Commissioner of Education for the Learning Services Division. Dr. DeBacker provides leadership for the Kansas State Department of Education to carry out the policies and programs prescribed by state law and the State Board, ensuring Department personnel are providing the necessary oversight and support for all schools, educators and students to meet their academic goals. Leadership and supervision for an educational system that includes 475,000 students in public and private accredited K-12 schools is an utmost priority.  Dr. DeBacker provides oversight of the department’s teams consisting of state and federal programs, student support services, teacher education and licensure, research and planning, school accreditation, fiscal services, communication and recognitions programs, fiscal services and operations, information technology, fiscal auditing, school finance, human resources, and child nutrition and wellness. 

Dr. DeBacker has also served as Deputy Commissioner of Education for the Learning Services Division and Director of School Improvement and Accreditation for KSDE.  She served as Associate Superintendent of Schools for Shawnee Heights USD 450; principal of Washburn Rural Alternative High School in the Auburn-Washburn USD 437 school district and also high school assistant principal and district curriculum facilitator for Auburn-Washburn.  Dr. DeBacker served as the first director of a statewide curriculum center housed at Washburn University.  She began her career as a high school business education teacher at Luckey High School in Manhattan in 1982. 

  Andy Tompkins became President and CEO of the Kansas Board of Regents on June 1, 2010. The Kansas Board of Regents is the governing board of the state’s six universities and the statewide coordinating board for the state’s 32 public higher education institutions (seven public universities, nineteen community colleges, and six technical colleges). In addition, the Board administers the state’s student financial aid, adult education, GED, and career and technical education programs. The Board also authorizes private proprietary schools and out-of-state institutions to operate in Kansas, and administers the Kan-ed network, a statewide network that provides broadband Internet access and distance learning capabilities for schools, hospitals, and libraries.

Dr. Tompkins most recently served as the Dean of the College of Education, and as Associate Professor in the Department of Special Services and Leadership Studies at Pittsburg State University (PSU). From 2005 to 2007, he served as an Associate Professor in the Department of Education Leadership and Policy Studies at the University of Kansas.

Dr. Tompkins served as the Kansas State Department of Education’s Commissioner of Education from 1996-2005. Throughout his career he has held various positions in K-12 and higher education serving as a high school teacher, principal, superintendent, university associate professor, department chair, and college dean.
DAY 2 GENERAL SESSION
Dr. Robert Marzano
 

Dr. Robert Marzano will be the keynote speaker on Wednesday, November 7 and will present Current Trends in Teacher and Administrator Evaluation:  How to Make Evaluation Your Friend”.  Dr. Marzano will provide a brief overview of what is happening nationally and then highlight the things teachers and administrators can do to make the evaluation process a positive growth experience.

For the 2012 KSDE Annual Conference, KSDE is piloting a group discount.  School districts and organizations can receive 1 free registration for every 4 registrations.

Free registrations will be given for the lesser registration fee (e.g., if you have one register for the preconference, two register for the main, and one register for the combo, the school district would receive the preconference registration at no charge.)

All attendees must register online.

On the registration, please check GROUP DISCOUNT, and indicate the same Purchase Order (PO) Number for each individual in the group.

Please note:  In order to receive the discount, attendees indicating GROUP DISCOUNT on the registration must attend the conference.  Should any attendee not attend the conference or does not cancel before October 22, 2012, we will invoice your district/organization for all four attendees.
